The design was led by Erich Bachem, who served as the technical manager at Fieseler Aircraft. Bachem proposed two distinct designs for rocket-launched, high-altitude interceptors during this period, one of which was designated as the Fi 166. The aircraft was intended to serve as a Heimatschutzjäger (home-defence interceptor), a role characterized by extremely rapid climbs to intercept enemy bombers over Germany. This conceptual approach prioritized speed and altitude over endurance, mirroring the logic later seen in the Messerschmitt Me 163 Komet.

The project was proposed by Gerhard Fieseler Werke, also known as Fieseler Flugzeugbau. The company had a long history of aviation development, having been founded in 1926 by former World War I ace Gerhard Fieseler as Segelflugzeugbau Kassel. Originally specializing in sailplanes, the firm expanded into powered aircraft and secured significant Reich Air Ministry contracts in the 1930s, most notably for the Fi 156 Storch. By the mid-1930s, the company had evolved into a major military contractor producing trainers, liaison, and attack aircraft for the Luftwaffe. Following the defeat of Germany and subsequent demilitarization, Fieseler ceased to exist as an independent manufacturer, and the brand does not operate today.
