The Skyhook, formally known as the Fulton surface-to-air recovery system (STARS), was a specialized personnel and cargo extraction system developed by Robert Edison Fulton Jr. It utilized a self-inflating helium balloon to lift a recovery line, allowing carrier aircraft to retrieve personnel from the ground without landing.

The Skyhook, officially designated as the Fulton surface-to-air recovery system (STARS), was an innovative extraction method developed in the early 1950s by American inventor Robert Edison Fulton Jr. Rather than being a conventional aircraft, the Skyhook functioned as a recovery system that employed a self-inflating helium balloon to lift a 500-foot line into the air. This design allowed a carrier aircraft to snag the line using a V-shaped nose-mounted yoke and subsequently haul personnel or cargo aboard via an internal winch, eliminating the need for the aircraft to land in hostile or inaccessible terrain.

Designed as an evolution of World War II-era glider snatch systems, the Skyhook was adopted by several high-profile U.S. government agencies. The system was utilized by the Central Intelligence Agency (CIA), the United States Air Force (USAF), and the United States Navy (USN). To facilitate the pickup, the balloon was equipped with red flags for daytime visibility and lights for nighttime operations. The recovery process involved a person or cargo load attached to a harness; once the aircraft intercepted the line, the subject was yanked off the ground and reeled into the aircraft within minutes.

Operational use of the system is most notably documented in 1962 during Operation COLDFEET, where the CIA used the Skyhook to recover two personnel from an abandoned Soviet Arctic drifting station. Throughout the 1960s, the system saw further use by the USAF and CIA in various regions, including Vietnam. The carrier aircraft adapted for these missions included the B-17 Flying Fortress and various C-130 Hercules models, such as the HC-130 and the MC-130E Combat Talon I. The system remained in service on C-130 variants until 1996, when it was phased out in favor of more versatile vertical-lift systems and helicopters.

Beyond its military utility, the Skyhook became a cultural icon, appearing in fictional depictions such as the James Bond film Thunderball and The Dark Knight. Today, the legacy of the system is preserved through exhibits at the CIA Museum, which houses an original Skyhook extraction mechanism instruction card.
