FAA Mandates Safety Management Systems for Charter Operators
The Federal Aviation Administration published a final rule April 26 mandating Safety Management Systems for Part 135 charter operators, Part 91.147 air tour operators and specific manufacturers. This regulatory expansion aims to improve aviation safety standards by assessing SMS maturity rather than prescribing specific designs.
The rule builds upon the 2020 Aircraft Certification Act to enforce hazard identification and risk management across affected sectors. Implementation timelines require Part 135 operators to submit a Declaration of Compliance by May 28, 2027, while U.S. repair stations with EASA Part-145 approval must comply by Dec. 31, 2025.
"Requiring more organizations to implement a proactive approach will prevent accidents and save lives," said FAA Administrator Mike Whitaker. SMS comprises four interactive components: Safety Policy, Safety Risk Management, Safety Assurance and Safety Promotion. Industry groups like the National Air Transportation Association emphasize that the Declaration of Compliance represents the culmination of implementation rather than the start of operations.
