FAA Proposes Major Overhaul of Part 141 Flight Training Rules

Regulatory Overhaul Announced

The Federal Aviation Administration has released a comprehensive 471-page proposal to overhaul 14 CFR Part 141, which governs certificated pilot schools. Based on findings from the National Flight Training Alliance, the proposal aims to modernize standards that have remained largely unchanged since 1997. The agency said the goal is to advance training into the 21st century through improved safety and efficiency.

Central Office and Technology Updates

Key provisions include establishing a new Central Management Office to standardize certification and compliance nationwide, reducing delays from local FAA offices. The plan also mandates Safety Management Systems and Quality Management Systems, while expanding credit for simulators, extended reality tools and digital records. Industry analysts suggest this shift aims to create globally competitive training through performance-based metrics rather than prescriptive rules.

Public Comment Period

The FAA has opened a public comment period with submissions due April 10, 2026, under docket number FAA-2024-2531. Virtual stakeholder meetings were held March 10-11 for input on the rulemaking process. The update is expected to guide future regulations aimed at reducing general aviation accidents through better training data and standards.
