the flight instructor's failure to properly supervise the dual student and take corrective action before control was lost. Contributing to the accident was the dual student's overcontrol of the helicopter during hover.

Analysis

On March 22, 1996, about 1635 eastern standard time, a Robinson R-22 Beta, N21077, registered to Jetlease Finance Corp. and operated by International Helicopter Academy, Inc., crashed while hovering at Flagler County Airport, Bunnell, Florida, while on a 14 CFR Part 91 instructional flight. Visual meteorological conditions prevailed at the time and no flight plan was filed. The helicopter received substantial damage and the commercial-rated flight instructor and non-rated dual student were not injured. The flight originated from Bunnell, Florida, the same day about 1630.

The flight instructor stated that the non-rated dual student was flying the helicopter. After lifting off to a 3-foot hover the dual student over controlled the helicopter and it drifted to the left and descended. The left skid contacted the ground and the helicopter rolled over to the left.
