A BLOCKAGE OF THE FUEL VENT SYSTEM WHICH PREVENTED THE PILOT FROM TOPPING OFF THE FUEL SYSTEM. A FACTOR IN THIS ACCIDENT WAS THE INADEQUATE DESIGN BY THE MANUFACTURER OF THE FUEL VENT SYSTEM.
