FACTORS RELATED TO THE ACCIDENT WERE: THE AIRCRAFT'S LOW FUEL LEVEL, DARKNESS, THE PILOT'S SELECTION OF THE WRONG AIRPORT/RUNWAY, THE RUNWAY LIGHTS NOT OPERATING, AND THE OBSTRUCTIONS (TRANSMISSION LINES).
