THE CONTROLLER ISSUED AN UNAUTHORIZED ALTERNATE MISSED APPROACH PROCEDURE THAT DID NOT PROVIDE ADEQUATE TERRAIN CLEARANCE, AND THE PILOT DELAYED OBTAINING A PROPER RATE OF CLIMB DURING THE MISSED APPROACH. FACTORS RELATED TO THE ACCIDENT WERE: DARKNESS AND THE WEATHER AND TERRAIN CONDITIONS.
