FAILURE OF THE PILOT TO SELECT THE PROPER RUNWAY, WHICH RESULTED IN A DOWNWIND LANDING AND AN OVERRUN OF THE RUNWAY. THE GUSTY TAILWIND, DITCH, AND RAILING (FENCE) WERE FACTORS.
