FUEL EXHAUSTION, DUE TO POOR PLANNING/DECISION, AND FUEL CONSUMPTION CALCULATIONS MISJUDGED BY THE PILOT IN COMMAND. THE FACT THAT THE RUNWAY LIGHTS WERE NOT OPERATING & THE ACCIDENT OCCURRED AT NIGHT WERE CONTRIBUTING FACTORS.
