Analysis

On January 27, 2001, at 1715 central standard time, a Neely B D, Kit Fox 4 homebuilt experimental airplane, N704KF, registered to a private individual and operated by the pilot, was substantially damaged following a nose over while landing on runway 33 at Breakaway Park Airport, Cedar Park, Texas. The private pilot, who was the sole occupant, was not injured. Visual meteorological conditions prevailed and a flight plan was not filed for the 14 Code of Federal Regulations Part 91 personal flight. The flight originated from Breakaway Park Airport about 20 minutes prior to the accident.

During a telephone interview with the NTSB investigator-in-charge, the pilot reported that he was in the local traffic pattern performing touch-and-go landings. He stated that on the final landing, which was to be a full stop landing, he "braked hard" and the airplane nosed over during rollout. He also reported that there were no mechanical malfunctions with the airplane, and that the accident could have been prevented if he had not worn "construction boots" which diminished his "feel" for the right rudder, as he applied the right brake "by accident."

An FAA inspector, who examined the airplane after the accident, reported that the aircraft's frame (tubular construction) was buckled in the empennage area.
