Analysis

On March 10, 1999, at 1600 central standard time, a Cessna 152, N89084, operated by a student pilot collided with the terrain during a takeoff roll on runway 16 (4,001' x 100') at Fleming Airport, South St. Paul, Minnesota. The student pilot was not injured. The airplane was substantially damaged. The local flight was operating in visual meteorological conditions without a flight plan. The flight was originating at the time of the accident.

The student pilot reported that he had just finish performing several touch and go landings with his flight instructor. He was then going to make two solo touch and go landings, and one full stop landing. He stated that when he applied power to takeoff and the airplane began accelerating, it veered to the left. He reported he applied right rudder, but the airplane continued off the left side of the runway where it contacted a snowbank.

The student pilot had been signed off for solo flight on January 25, 1999. The accident occurred during his second solo flight.
