LOSS OF DIRECTIONAL CONTROL DURING LANDING DUE TO WIND CHANGE. THE AIRCRAFT LANDED HARD ON THE RUNWAY DUE TO IMPROPER FLARE BY THE PILOT AND A DELAYED RESPONSE TO THE BALLOONING OF THE ACFT.
